Party wall soundproofing comes down to mass and decoupling, so rockwool alone won't cut it - you need it combined with a proper air gap and mass-loaded barrier or extra drywall to actually stop low-frequency noise from getting through. I had similar hell when neighbors were renovating a few years back, and honestly, adding a second layer of drywall with rockwool in between made a real difference, way more than just stuffing insulation into the existing cavity. Cellulose works okay for thermal insulation but it's not significantly better at sound blocking than rockwool, so the material itself matters less than the overall assembly. If you're serious about this, look into acoustic sealant and don't cheap out on covering every gap and outlet - those little spaces are where noise sneaks through and ruins everything.
