Paint alone won't solve a moisture problem - it'll just mask it temporarily, same as you've already experienced. Before painting anything, you need to address the source: seal foundation cracks, improve drainage around the outside of your basement, or install a dehumidifier to keep moisture levels down. Once you've tackled that, epoxy-based basement paints or concrete sealers work much better than regular paint because they actually adhere to damp surfaces and resist peeling, though they do require the wall to be reasonably dry (ideally under 85% humidity) when applied. If the dampness is severe, you might also want to consider a vapor barrier coating or even interior drain tiles, but that's getting into bigger territory - start by figuring out where the water's coming from first.
