Waterproof masonry coatings (elastomeric or epoxy-based) will only trap moisture inside the wall if you slap them over damp substrate - they need to breathe from the inside out, so the wall itself has to be genuinely dry first, not just surface-dry. Everyone's mentioning dehumidifiers and fixing cracks, which is right, but the hidden gotcha is that basement walls can feel dry to the touch for weeks while moisture is still migrating through the concrete, so running a meter (calcium chloride test) before you commit to paint saves you from the same peeling problem in another six months.

The real issue is that regular paint won't stick or last on actively damp walls - you need to address the moisture first, or any coating will fail like you've experienced.
