Give it plenty of bright light (a sunny windowsill or grow light) and let it go through a cold winter period where temps drop to around 50°F for a few weeks - that dormancy triggers flowering in spring. Make sure you're not overwatering either, since echeveria prefer dry conditions and too much moisture can prevent blooms.
