The Healing Brush tool in Lightroom often needs several passes and the right brush size - if you work on areas that are too large at once, you'll see exactly those "repair spots" you're describing. Try it with a smaller brush and go over it multiple times, or use the Clone tool instead of Healing if the water spots are over textured backgrounds (you've got more control that way). If Lightroom really isn't cutting it, photos with lots of spots sometimes call for Photoshop or free tools like Photopea - they've got better inpainting functions. But honestly, often the easiest fix is just keeping the lens dry next time. ;)
