It really depends on usage, but honestly I usually put at least 3-4 outlets in each room. In the kitchen and living room I go way higher, like 6-8, because you've got the fridge, microwave, TV, phone charger and all that stuff. In the bedroom 4-5 outlets are enough if you don't have too much going on, and in the bathroom 2-3 is the minimum for the electric shower, hair dryer and other stuff.
It really depends on what you're gonna use in each space.
In the bedroom I usually go with like 3-4 outlets (TV, charger, lamp), but in the kitchen and living room I think it's better to go all out, like 6-8 really, because fridge, microwave, TV, fan, phone charger... everything wants an outlet.
Bathroom also needs at least 2-3 for the electric shower, hair dryer, electric toothbrush.
And honestly, these days you can never have too many outlets, so just go for it and put in more than you think you'll need, because you'll end up using them anyway.
The technical standard requires a minimum of 1 outlet for every 5 meters of perimeter, but in practice that's too little. In my apartment I put about 5 outlets in the living room and it was excellent - phone, laptop, printer, kayak battery charger, smartwatch, sometimes everything plugged in at the same time.
In the bedroom I put 4 and I don't regret it, but I'll admit I wish I had one more near the bed because that's where my phone charges. What kind of room are you planning, is it for a new house or are you thinking about renovating?

Living room in an apartment. I'm renovating and video editing uses a lot of power, so I really need plenty of outlets.
What nobody mentions is leaving outlets with strategic spacing on the walls, not just near furniture - because later when you rearrange things, there's always an outlet ending up behind a cabinet or sofa. And yeah, it's better to have too many than too few.
