I wouldn't say printers are completely outdated - it really depends on how often you actually need to print stuff. If you only need to print a form or an invoice every couple of months, a printer of your own probably isn't worth it, because the ink cartridges dry out and in the end the whole thing costs you more than just going to a copy shop. It's different if you need to print regularly or maybe want to print photos - then a budget printer can definitely be worth it.
It really depends on what your life looks like - if you've got kids who need school report cards or worksheets, or if you regularly need copies of contracts, insurance documents, or train tickets, a printer is pretty much essential. What a lot of people forget: many banks and government agencies still want actual printouts, a photo on your phone often isn't enough for them. A cheap multifunction printer (printer + scanner + copier) doesn't cost the earth these days and saves you trips to the copy shop. But if you really only print something three times a year, you can skip it and just do it somewhere else if you need to.
