Have you tried updating the chipset drivers or USB port drivers from your computer manufacturer's website? The most common issue is that USB 3.0 ports need specific drivers to work properly, especially on newer machines that sometimes come with pending updates. Download the drivers from the manufacturer's page (Dell, HP, Lenovo, whatever you've got), install them and restart. If it still doesn't work, try the drive on another computer to figure out if the problem is with the drive or your machine. As a last resort, disable and re-enable the USB 3.0 port in device manager, but usually it's just the drivers.
