I agree with the pile foundation option, but I'll clarify - if groundwater is actually close to the surface, you need either driven or bored piles below the frost line and below the aquifer, otherwise it won't do any good.

A slab foundation is also an option if money's no object, and you'll sleep better at night - the slab "floats" on clay and isn't afraid of ground shifts, but it costs a pretty penny.

On clay with shallow groundwater, I'd go with a pile foundation - it's the most reliable for these conditions since it bears on denser soil layers below.
