For a beginner, there's no point in buying expensive skates - go for something in the mid-price range (5000-8000 rubles), the main thing is that they fit your foot well and are comfortable. Expensive models are designed for experienced people who already know what they need, but you should first try skating on regular ones and see if you'll want to keep going.
The main thing when choosing skates is getting the right size and fit, not the price. If you get expensive skates that pinch or are too loose, they won't do you any good. Mid-range is usually enough to figure out whether you even enjoy skating, and it's comfortable enough to learn in.
When you're trying them on, make sure the heel doesn't slide around inside the boot and your toes don't press against the toe box. Ask the store to let you try on several sizes in a row - skate sizes often differ from regular shoe sizing. Wear them for 10-15 minutes in the store if they allow it, or ask about their return policy.
If you skate regularly and realize it's really for you, you can always upgrade to a more serious model later. Right now it's better to spend money on protection - knee pads and elbow pads, they really save you when you're learning.
