Which ranking exactly are you talking about - do you have a link?

Anyway, the logic is straightforward: the most money is in big cities with developed economies - Moscow, St. Petersburg, maybe Yekaterinburg or Novosibirsk. Both the demand for side gigs and the rates are higher there. But if you live far from them, it might make sense to first check what's available locally - remote work, freelance, and that kind of thing often pay Moscow rates even if you're out in the provinces.

The main thing is to focus not so much on the region itself, but on what kind of side gig you're doing. Yeah, wages are higher in the big cities, but the cost of living is way higher too, and your actual income after expenses might end up being less. I know guys who moved to Moscow chasing easy money, and then realized it was actually better back home - rent, food, transport just eat up half your earnings.

If you're down with remote work, then location doesn't really matter at all. Freelancing, tutoring, online consulting pay pretty much the same no matter what city you're in. But if you need work on-site - then yeah, big cities have the edge. Moscow and St. Petersburg lead when it comes to food delivery, courier jobs, promotional work. In Yekaterinburg and other regional centers the rates are lower, but there's less competition too, and sometimes it's easier to land a steady gig with decent pay than to jump between different side hustles.

Real talk - figure out what you actually need: to make a certain amount of money or to find a job specifically with high hourly pay. If it's the first one, you might do better staying home and finding an online income source instead of moving to another city for unstable side work.
