It could just be a habit or carelessness - maybe the owner forgets to update it, or the board just stays there as part of the decor, even if it's not actually being used anymore?
Maybe it's just convenient - a menu on a board is easy to update every day without redoing printed versions 😊 Plus those boards catch visitors' attention and create the atmosphere of a cozy little place. It could also be a tradition of the owners, who think it feels more personal that way than just a digital menu on the wall or on your phone.
Because it's just plain convenient and it works) we have a sports club near my house too and their whole wall is covered in offers and promotions - apparently the owners think it attracts people and creates an atmosphere. when i was a massage therapist i also tried doing one of those boards in my office once, it does catch your attention of course but honestly you forget to update it half the time. i guess the owner of that cafe just thinks it works and doesn't want to break the habit
