For something like that you need current info from the Foreign Office or directly from the Russian embassy in your country - they can tell you exactly how things stand with visas and entry right now. That changes all the time and I don't want to give you wrong info.

Your cousin could probably also tell you more directly what things are like on the ground right now and whether it's practically possible to visit.
