Why are horses suddenly walking around a residential neighborhood? Is this dangerous? Who's responsible for them and how is this being dealt with?

This happens when horses are let loose to graze on abandoned plots or escape from stables - New Moscow has a lot of livestock farms, and oversight of them is often pretty weak. The owners are responsible for the animals (the administration is looking for them), but while the horse is out on the street, it's a real danger - it could scare people, cause an accident, and the horse itself could get hurt, so it's better to report it to the Emergency Ministry or the local veterinary service.
I once saw a similar situation at my dacha - horses really can wander into a residential area if a fence falls down somewhere or the owner just doesn't bother keeping an eye on them. There's a risk involved, even though horses are usually not aggressive, but a frightened animal weighing half a ton is unpredictable. Theoretically the owner is responsible for them, but in practice in these cases people call the local administration or emergency services, and they figure out who the animal belongs to and why it's walking around the streets.
