Should I run in the summer heat or is it better to wait for fall?

I live in Samara, it's July now and it's +32 degrees outside. I want to prepare for a half marathon in September, but running in this heat is kinda scary, you know? Does it even make sense to train in these conditions or is it dangerous?

You can run in the heat, but you need to be careful. I'd recommend training early in the morning or late in the evening when it's cooler - you'll get pretty much the same effect and the risk of heat stroke is minimal. If you're gonna run in 32 degrees, then go slower, with frequent breaks and definitely bring water. By the way, heat adaptation actually helps a lot during competitions, so a few heat training sessions in September will only be beneficial, but you're better off getting the bulk of your volume done in easier conditions.
