The simplest and most effective thing is to dress in layers. Wear thermal underwear or just long sleeves under your office clothes, and put a sweater or cardigan on top that you can take off if it gets warmer. A lot of people freeze specifically because they show up in just a shirt and then suffer all day. A warm blanket or shawl over your knees also helps - I used to sit like that in a cold apartment before, and it really saved me.
Move around more, even if your job involves sitting. Get up, walk around, do a few squats or just wave your arms - it'll improve your circulation and you'll feel warmer. Hot tea or coffee help too, not for external warmth, but for warming you from the inside. And definitely talk to your boss or the maintenance team - maybe something's wrong with the heating system and it can be fixed.
If nothing helps, ask them to move your desk away from the window or any ventilation. Sometimes the cold comes from those spots specifically, not from the whole room. And make sure you're eating and sleeping properly at home - when your body is exhausted, you feel the cold much more intensely.
A hand warmer or even a mug of hot tea works quickly and easily. Hold it in your hands for about ten to fifteen minutes, and your circulation normalizes, the cold goes away. If the office is a total freezer, an electric heating pad under the desk or on your lap is an option too - just make sure your boss doesn't mind.
