Are these strut dampers for a car, or something else? If we're talking about a car, you generally don't change the oil in dampers - it's a closed system that runs for the entire lifespan of the component, until the damper starts leaking or knocking.
Usually you just replace them entirely when they wear out. Unless you're talking about some special sport damper with an open system, but those are pretty rare in regular cars.
If we're talking about car shock absorbers, you don't change the oil in them at all - it's a sealed system that runs until the part fails. The main thing to pay attention to is: if you see oil leaks on the shock absorber housing, that's a sign the seals are worn out, and the part needs to be replaced, not repaired.
