Hey, I've been living in a small apartment in Lille for 3 years and honestly it's become unbearable in winter. The windows are original (from the 90s I think) and drafts come through everywhere. I've sent two registered letters to my landlord but every time he tells me it's not urgent and he doesn't have the budget. Is he actually required to do something or can I force him somehow?
To strengthen your case, document everything: photos of drafts, temperature readings, heating bills going up. Send a new formal notice by registered mail specifying that this is a habitability defect (not just a comfort issue), and mention that you're considering contacting the town hall or a tenants' association. A lot of landlords only act when they see you're serious and there's a risk of authorities getting involved. If it still drags on after that, you can also withhold part of your rent (build your case first, get advice from the town hall or a lawyer beforehand) but that's the last resort.

Legally, your landlord is required to keep the place in habitable condition, so windows that let cold air through falls under that - you can send him a formal notice by registered mail explaining it's a decency issue with the housing, and if nothing happens you can go to the conciliation commission or the town hall. After that you can't expect miracles in terms of how fast things move, but honestly he can't just refuse because he doesn't have the budget, it's his responsibility as a landlord.
