I don't think it's the battery yet, what you're seeing is pretty normal on Samsung A13s because the original charger has protection to prevent overcharging after 80%. Once it hits that point, the phone intentionally slows down the charging speed to protect the battery in the long run, so if you leave it plugged in for another 30-40 minutes it'll reach 100% but super slowly. If it really bothers you, you can try restarting your phone or check in settings if there's something turned on that's causing heavy battery drain, but overall it's normal behavior for that model. Just make sure you're using a real original USB-C charger because there are tons of knockoffs that don't work properly.
