Phone won't charge in the car with the ignition on

Here's what happens with me: I turn on the ignition, try to charge my phone through USB or the cigarette lighter - nothing works. I turn off the ignition - still nothing. Is this a damaged power circuit or a relay issue?

Most likely, the problem is with the car itself - either the cigarette lighter socket is broken, or the fuse on that circuit blew, or a contact came loose. Try checking the fuses in the block under the dashboard - there should be a diagram showing which one controls the lighter.
