What can I do if my neighbor plays music really loud late at night?

I've been in my apartment for two months and my upstairs neighbor plays music at extremely loud volume until 2 or 3 in the morning. I've knocked on his door a couple of times but he says it's his house and he can do whatever he wants. Can I report him or is there something legal I can do about it?

Your neighbor is wrong to think he can do whatever he wants in his house without limits - there's legislation on noise pollution and nighttime rest that applies in pretty much everywhere. First thing is to document the disturbance: write down dates, times, and how long the noise lasts, then file a formal complaint with your local administration or police (depending on your country). If you have a building regulations document, it probably already bans excessive noise after a certain hour, so you can report it through that channel too. As a last resort there are more serious legal options, but first exhaust the administrative channels - they're faster and less costly.

You definitely have the right to take action! Even though it's his house, most jurisdictions have regulations against noise at night and the right to rest. What I suggest is that you first document everything (dates, exact times) and then talk to your building's management or the real estate company that handles the building - they can force the neighbor to comply with the building's cohabitation rules. If that doesn't work, then you can file a formal complaint with your municipality or local police; some places have specific fines for this.
