It depends on where you live and what kind of salad you want to grow, but generally spring and fall are the best times because the temperatures are right. In hot summers like this one I don't even bother, the lettuce bolts right away. If you want to try now in July, choose heat-resistant varieties and give it lots of shade, otherwise wait until September when it starts cooling down.
I've always had better luck planting in the fall than in spring, especially because summer ends and the plants have time to grow well before winter without heat stress! Spring works fine if you start really early, but if you wait too long then the heat arrives and the lettuce gets bitter in a flash.
