Scotland and Wales have similar baseline requirements but tend to be slightly more stringent in practice. The real deciding factor for you is going to be your risk appetite - are you just ticking the compliance box, or are you trying to actually reduce your energy consumption? A loft at 7 m²K/W will probably still lose a fair bit of heat compared to a well-insulated one. If you're doing the work yourself or getting a contractor in, spending a bit extra to hit that 10-11 m²K/W sweet spot makes sense unless budget is genuinely tight.
