Party supply stores (the ones that sell balloons and decorations) almost always have several options and the prices are way more competitive than at bakeries. One important thing: check the quality when you buy them because some cheap number candles melt weird or the wax falls all over the cake - I learned that the hard way when I did a birthday party recently.
The most practical thing is to go directly to a bakery or cake decorating shop near your neighborhood because they show you the options in person and prices are usually better than online.
