Local nurseries like Botanica or community gardens sell pots with actual drainage systems, not just a cosmetic hole at the bottom. Otherwise, big gardening stores (Rona, Home Depot) have "succulents" sections with decent selection, and you can inspect the pots in person to make sure the drainage is legit. Also try the small specialized indoor plant shops around the Plateau or Mile-End - they often have more original models and the staff actually knows what they're talking about when it comes to cacti.
