With 400 reais you can get decent Asics and Mizuno models, but you have to know where to look. Asics and Mizuno really do last, their technology isn't empty marketing - the cushioning holds up well over years if you don't abuse them.
The point that maybe hasn't been mentioned is that Chinese brands aren't all the same. Some are a real disaster, but if you look for brands that have a reputation (like Saucony, New Balance, or even some simpler Adidas models in that price range), you'll find decent stuff. The risk with a completely unknown brand is very real - the sole comes off, the insole doesn't provide support. But you don't need to step outside the known brands to spend less.
