The lung thing is the main issue - the fda banned sheep lung imports back in the 80s as part of mad cow disease concerns, even though haggis has nothing to do with that disease. you can actually get haggis legally in the us if it's made with approved ingredients (like beef or venison instead of lamb lung), so some scottish restaurants and importers do sell versions that comply with fda rules, they just taste a bit different from the traditional stuff
It's banned because the FDA prohibits importing sheep lung (a main ingredient), not because haggis itself is inherently dangerous - it's just overly cautious regulation. You can technically get it in the US if it's made with allowed ingredients, though it won't be traditional; some Scottish restaurants and specialty shops work around this.
