Are EV charging speeds getting slower as networks get busier?

I've been using the Electrify America network pretty regularly over the past year, and I swear the charging times have gotten worse. It used to take about 25 minutes to get 80% on my Model 3, but lately I'm seeing 35-40 minutes. Is this a widespread issue or am I just hitting congested stations?
