It depends on what you mean by "practical." If you're expecting to carry half your room in it - no, obviously not. But for specific situations, a micro bag works great. I take mine when I go to the movies, a café, or for a short walk. The thing is, you're not lugging around extra weight, and your hands stay free, unlike with a clutch or a bag you're holding.
You just need to be honest about what you actually need every day. If you're used to carrying a laptop, a cosmetics bag, and half a store - a micro bag isn't for you, and that's fine. But if you often go out without a big load, then yeah, it's really convenient.
