Lower the resolution to 1440p or 1080p and play on medium-high settings, that's what's gonna get the most out of that RTX 4060. With those specs (the 5600X will be fine, it's not a bottleneck) you should hit around 60 FPS stable at 1440p medium, though it does dip a bit during heavy cutscenes. If you want 1080p ultra without struggling, yeah obviously that'll run great, but honestly the game looks decent on medium at 1440p and you'll enjoy it without staring at the FPS counter all the time.

With that setup the RTX 4060 is gonna run pretty smoothly for you, especially since the 5600X won't bottleneck you. What almost nobody mentions is that in nvidia control panel settings or AMD (if that were the case) you can force a frame limit to a stable 60 FPS instead of letting the GPU go crazy chasing 100+, that gives you better thermal stability and the FPS look more consistent. 1440p medium-high is your sweet spot, but if it dips a lot in some areas try lowering ray tracing a notch or disabling ambient occlusion - that setting eats up performance without changing how it looks that much.
