Concealer is a great substitute - it'll create exactly the base you need and give you even coverage! I wouldn't risk using face cream, it's too liquid and your eyeshadow will just crease or smudge throughout the day. Apply concealer in a thin layer on your eyelid, dust it lightly with powder - and you're done, your Clean Girl effect will hold up just fine, and the minimalist look won't suffer!

Powder works better than concealer or cream. I've tried doing a clean girl makeup look without a special base - I'd apply translucent powder in a thin layer first, then light neutral eyeshadows, and everything stayed put all day without creasing. Cream really won't work, it'll smudge, and concealer is too thick for this minimalist style and can create visible streaks. If you don't have powder, even baby powder or a light loose powder that most people have lying around will do the trick.
