How to apply glitter eyeshadow without it flaking off in 2 hours?

I've been using those sparkly Maybelline Color Tattoo eyeshadows forever, but my problem is that the makeup flakes off super fast. I've already tried a specific eyeshadow base but it still doesn't work out. Does anyone know a way to make it last all day without using expensive primer?

The real difference is not using a base, but a setting spray instead before applying the shadow. Get a cheap makeup setting spray (like those from Catrice or even generic ones from the supermarket) and give a light spray on your eyelid before putting on the shadow. Let it dry for a few seconds and then apply the Color Tattoo normally. This creates a sticky layer that glitter shadow adheres to much better, and it's not expensive at all compared to specific primers.

The other trick is really the powder: after you apply the shadow, go over it with a very light translucent powder using a big brush. Sounds weird, but the powder dries and sets the glitter so it doesn't flake off. Some people do this and swear it makes a huge difference. Avoid putting too much on or it'll look really matte and you'll lose the shine.

And one simple thing people forget: your eyelid has to be really clean and dry. If you have a very oily moisturizer or if you sweat at night, no shadow will hold up. Try a very thin base and let it dry well before putting anything on. With all this together, you can have your shadow on all day without any problem.
