Don't look for a restaurant with a universal menu of a hundred dishes - they don't exist, and everything in them tastes equally mediocre. Better to just call the places you like and ask if they're willing to create a separate menu for you or if they work on a "choose from what we offer" basis. A good restaurant will agree to offer vegetarian dishes, meat without pork, low-calorie options - the main thing is that it tastes good and is in the same price range for everyone.

With so many restrictions, it's easiest to work with a catering company or pick a place that specializes in events and is used to dealing with different requests. At the consultation, be honest about who's coming and ask for menu examples - you'll see right away whether they can handle it without unnecessary complications.

The key thing is to arrange a custom menu with the restaurant well in advance instead of just relying on their standard list. When we were planning something similar, we just called three or four places, told them straight up about vegetarianism, halal, and dietary restrictions - and it turned out that pretty much everyone was willing to prepare separate dishes if they knew ahead of time and it wasn't a surprise on the day of the event.

Make sure to clarify right away whether they'll include the special dishes in the final price or if it's going to be extra - and during the negotiations you'll already figure out whether you can actually afford it.
