The first thing is to do a deeper restart than just turning it off. Hold down the power button for 10 seconds until it shuts down completely, unplug your Xbox from the power outlet, and wait about 30 seconds. Then plug it back in and turn it on. Sometimes the menus get stuck like that because of a cache error that gets fixed this way.

If it's still frozen, try clearing the console's cache without losing your data. Go to Settings > System > Storage > Clear local cache (or something similar in your version). It's also worth checking whether there's a system update available in that same Settings menu. Sometimes the problem comes from a corrupted update that gets fixed by updating again or even reinstalling the operating system from recovery mode.

If none of that works, the next thing would be to try resetting the console from Recovery Mode (hold down the power button and eject button at the same time for about 15 seconds until it vibrates twice), but before you get there try everything above. Also disconnect any external USB devices you have plugged in - sometimes they cause weird conflicts in the menus.

Don't do a hard reset yet, because that'll wipe everything. First try this: go to Settings, head to System > Updates and download whatever's pending. Sometimes menu freezes are caused by a halfway update or one that didn't install properly. Let it update all the way through and restart after.

If that doesn't work, try clearing the cache without losing your data. Go to Settings > System > Storage > Clear cache. It takes a few minutes but it's way less drastic than formatting everything. Then restart the console and see if the menus respond better. Sometimes the cache gets filled with junk and causes these freezes.

If none of that works and it's still the same, only then think about doing a full reset. But first make sure your profile is synced to the cloud so you don't lose your progress. That should fix the problem in most cases.

Don't uninstall games or clear the cache without trying something simpler first: go to Settings > System > Storage and check if you have free space left (you need at least 100-150 GB available, not just for games but so the system runs without freezing). If it's full, that explains the freezing. If the space is fine, try opening Game Pass from the app instead of from the main menu, because sometimes the problem is with how that specific section loads and not with the whole system. If it keeps freezing anyway, then yeah, I'd do a factory reset, but exhaust these options first because a factory reset is the last thing you want to do.
