At that budget, look at the Audio-Technica AT2020 or Rode NT1 - they've got a solid track record for home studios and capture clean vocals without excessive bass. More important than the mic itself will be a pop filter and how you arrange soft things around the room - a couch, curtains, rugs do way more to cut down on echo than soundproofing. Condenser mics need phantom power anyway, so you'll need to save some of your budget for a decent audio interface like the Behringer U-Phoria.
