What you really need to check first is the dog's energy level rather than just its size. I have a friend who lives in a small one-bedroom apartment and adopted a Jack Russell - it's tiny, okay, but it needs constant outings and a lot of mental stimulation. She ended up with a stressed dog that was destroying everything. Whereas when she got access to a shelter, she got an old rescued Shih Tzu - still small, but with a calm temperament that's happy with one or two short walks a day and time on the floor.
The breeds that actually work really well in small spaces are the ones that naturally have moderate activity needs. Think of a Pug, a Boston Terrier, or even some Chihuahuas if you're looking for something really minimal. But also, look at adult dogs in shelters - a calm 5 or 6-year-old dog is going to be so much easier than a hyperactive young dog, whatever breed it is. You also need to think about your availability: if you work all day, even a small dog will suffer if nobody's around to get it out regularly. Your apartment's soundproofing matters too - some breeds bark way more than others, and your neighbors aren't going to appreciate that.
Small breeds are obviously more suited, but don't forget that temperament is really what matters most. A Cavalier King Charles or a Bichon Frisé are clearly good choices - they're not too energetic and are fine with smaller apartments. A Pug too, super chill and not annoying to live with. Then you've got Corgis which are smaller than people think, or a little Schnauzer if you want something a bit more independent.
The real question is: do you have time to walk it? Because a small apartment is manageable as long as you get your dog out regularly. A Jack Russell for example, it's tiny but super energetic - you'll get tired before it does. On the flip side, a French Bulldog or a Boston Terrier, those are guys who just hang around the house no problem, no need for daily marathons.
Just avoid breeds that need to run like Huskies or Border Collies - they'll go crazy in a small space. Go for something that doesn't need much room, doesn't bark too much (for your neighbors), and that you can exercise without draining yourself.
