Parrots are definitely not discreet, but if you really want something with feathers, look for a lovebird or a cockatiel. Those two make way less noise than the big species, and they don't take up that much space. Otherwise honestly a quieter bird like a turtledove or even a canary is more suited to a Parisian apartment where your neighbors won't appreciate screaming at 6am.
You really need to consider the constraints of a Parisian apartment before you jump in. Lovebirds and cockatiels are admittedly softer than a macaw, but even these little guys can get annoying at 7 in the morning or when you've got people over. The thing people often overlook is that these birds need constant mental stimulation - otherwise they get stressed and then, believe me, they're going to screech just to keep their minds occupied. A bird that isn't stimulated enough is worse than one you just leave alone.
If you really want to minimize noise, look into small species like canaries or goldfinches. Yeah, it's not a parrot in the strict sense, but these birds make natural sounds without being aggressively loud. And honestly, a well-trained canary or goldfinch is still nice to listen to. Otherwise, with a lovebird, get ready for vocal peaks in the morning and evening - it's in their nature. The thing nobody says enough: no matter the species, soundproofing in your place matters just as much as your choice of bird.
