In my area of Bogotá we've had water cuts every 3 or 4 days for almost 2 years now. The utility company says it's because of construction work, but nothing ever gets finished. Can I stop paying while they don't fix this or what legal options do I have to force them to solve it?
You can't stop paying your bill because that'll get you into legal trouble with the company, but you can file a lawsuit or formal complaint with the Public Services Superintendent reporting the service breach - two years of constant outages clearly violates your rights. You can also team up with other affected neighbors and file a class action, which carries more weight than going alone. The important thing is to document everything: photos, dates of the outages, proof that you reported the problem - that strengthens your case when you file the complaint.
