I've seen some amazing photos of Monterrey, especially of the Macroplaza and the mountains around it - perfect for urban landscape photography. If you ever go, I'd recommend getting there early in the morning for that golden hour light, because the buildings look so much better. And yeah, it's the state capital, the country's third-largest metro area, pretty big and bustling.
The capital you're looking for is Monterrey, and I gotta say it's an impressive city if you visit it in person. A couple of years ago I went kayaking in the Old Quarter area and the surrounding neighborhoods, and I was surprised by the mix of modernity with those historic buildings it has.
The city is pretty developed, with a lot of commercial and industrial activity, so it makes sense that it's the most important one in the state.
