Stockfish is probably your best bet if you want something offline with strong but adjustable AI. The advantage is you can lower the difficulty without any problem, so you can practice without getting frustrated, and it works perfectly without internet. If you prefer something with a nicer interface and also offline, Chess.com has offline mode but honestly Lichess is free and has both options (online play and offline against the engine) with an AI level you can easily adjust. You'll probably end up using Stockfish for serious games and Lichess for something more casual.
