What's the best paint color for a small kitchen?

Light colors are pretty much unanimous for small kitchens because they reflect light better and make the space feel bigger. Pure white is the safest choice, but it can feel too cold - that's where whites with warm tones come in (like off-white or cream) that make everything cozier without losing that spacious effect. Beige, very light gray, and even soft pastel green work well too, as long as you don't go dark.

The thing is where you apply it. If you're painting all the walls, it looks even better to go even lighter to open up the space. Now, if you want a bit more personality without making it feel cramped, paint three walls light and use the fourth in a slightly darker color (but still in the light range) or even a color you like more. White ceiling is pretty much required in a small kitchen - it really changes the feeling of height.

Also think about finish and texture: matte hides imperfections better, but it's harder to clean in a kitchen. Semi-gloss or acrylic with some shine helps reflect light and it's easier to wipe down when you get those oil splashes. It's really been working out to add color in small kitchens to create a sense of intimacy without darkening everything - just don't overdo it with dark tones.
