Spring and early fall are the best times, though it really depends on the climate where you are. I always sow in September-October here, when temperatures drop and there's more natural moisture, so the seeds germinate better without drying out right away in the sun. If you live in colder areas you can try April-May too, but in summer it's a disaster because the heat burns everything. The important thing is to prep the soil well and water regularly those first few weeks.
I have some experience with aquatic plants but a lawn is a whole different thing! Anyway, the best time is autumn (September-November) because the soil is naturally moist and the temperatures won't burn the seeds, or spring (March-May) if you really have to do it then - avoid summer because it's a total disaster!
