First of all you need to remove the weeds and debris from last year, then you can add some compost or well-aged manure to enrich the soil and make it softer. If it's really compacted, it's worth digging it over a bit to aerate it properly before planting.

What nobody tells you is to do a soil pH test before adding anything - lots of gardens have soil that's too acidic and just throwing compost at it randomly doesn't help. I use a simple kit from the store, spend a couple bucks and then I know exactly what's needed.
