Used goods stores like bazaars, book warehouses, or secondhand markets are your best bet because they get DVDs at a fraction of the price. Also check out peer-to-peer selling platforms like Mercado Libre or Facebook Marketplace where people sell complete collections at good prices, sometimes even with a discount if you buy several together. Public libraries also lend movies for free, so if you just want to watch them once or twice that saves you the money entirely.

I've bought secondhand DVDs for years, and I'm telling you that flea markets and used record shops are your best bet. On platforms like Wallapop or Vinted you'll find people selling movies at pretty decent prices, often unopened and not scratched. Also check eBay, where you sometimes find interesting deals if you're patient. Used movie shops in your city (if there are any) usually have stock of classics like Avatar at prices that won't break the bank.

Another option is to wait for sales at big retailers or on Amazon. It's not the most exciting thing, but every so often DVD prices drop quite a bit, especially when new editions come out or during discount seasons. If you don't mind losing a bit of image quality, streaming services already include Avatar for less than what a new DVD costs, though I know that's not exactly what you're after if you want the physical copy.

The whole thing about paying an arm and a leg is relative depending on whether you want the special edition or if any version will do. A standard copy shouldn't cost you more than 5 or 6 euros secondhand if you hunt around. Check those resale sites regularly because there's a lot of activity and new stuff pops up every day.
