Did you check if the modem is having connection issues with the physical line, or did you just restart the router?
First thing is to rule out the obvious: verify that the fiber optic cables are properly connected both to the modem and to the wall connection box. Sometimes they come loose a bit from vibration or from moving it accidentally, and that causes brutal speed drops. Also check if the modem has error lights (usually red or orange) instead of the green it should have when everything's working fine.
If the cables are fine, then it's probably an issue on Movistar's end. It could be congestion in your area, a technical problem on the line, or speed limits for some reason they didn't tell you about. What I'd do is open the Movistar app or call them directly and report the issue with the exact speeds you're seeing now. They can run a remote diagnostic on the modem and see if something's off. While you wait, try running a speed test several times at different times of day to confirm that the slowness is consistent and not just at certain times. Sometimes the speed fluctuates quite a bit depending on how many people are using the network in your area.
