Jade plants drop leaves when they're either getting too much water or not enough, and the dry soil you're describing sounds like underwatering. Once every 2-3 weeks might not be cutting it, especially if your place is warm or has low humidity - jade plants are succulents but they still need a decent drink when the top inch or so of soil dries out. Check if the pot has drainage holes and maybe try watering more thoroughly (until it drains from the bottom) every 7-10 days instead, then adjust from there. Also make sure it's not sitting somewhere too cold or drafty, since jade plants hate that too.
