The problem is that the RTX 4060 really hits the limit of the game, but 30-40 fps on medium is lower than it should be with that card. Ray tracing is probably consuming a lot of VRAM memory (the 4060 only has 8GB) and that affects performance quite a bit in dense scenes. Try disabling ray tracing completely and stick with normal rasterization, because sometimes the game activates some pretty aggressive automatic settings - a lot of people report gaining 20-30 fps just from that. If it's still unstable after that, then it's worth reducing resolution or texture quality, but I started with ray tracing because it's the biggest culprit in this situation.

Baldur's Gate 3 is really demanding and the RTX 4060 is pushing it even on medium settings, especially in scenes with lots of characters or effects. Try lowering the resolution to 1080p or reducing ray tracing and shadows, those are the settings that eat up the most performance, and see if it gets better.

Have you tried disabling ray tracing completely, or just turning it down? Because the game is really demanding, but dropping to 30-40 fps on medium with that setup points more to ray tracing being on than to lacking raw power. Also try checking if there's some background process eating up resources - sometimes Windows Update or your antivirus are doing stuff without you noticing - and see if your laptop's temperature isn't climbing too much during gameplay, because when it heats up too much throttling tanks your fps.
