Why is water artificially desalted in some regions?

In areas where there's just not enough freshwater, they often don't have much choice. whether it's coastal regions with saltwater or desert areas - if the groundwater reserves are depleted or too salty, you just have to desalinate artificially. it's expensive and energy-intensive, sure, but better than drought and water scarcity, right.
