The problem is that in vertical gardens, water tends to run down quickly without stopping at the intermediate pots, especially if you're using a poorly regulated drip irrigation system. Try using drip irrigation with more delivery points for each level, or better yet switch to a capillary system if possible. As for light, the pots at the bottom suffer because the ones above cast shade, so either move them to a brighter spot or add a small LED lamp dedicated to the lower levels.
