Go with your true size, not up or down - a wrestling singlet needs to fit snug to your body or it'll bunch up and restrict your movement during matches. Too loose and you're fighting the fabric instead of your opponent; too tight and you can't breathe or move freely. The whole point is that it should feel like a second skin.
That said, different brands vary quite a bit, so check the sizing chart for whatever brand you're buying. Some run small, others are generous. If you're between sizes, going down usually works better than going up because you can always stretch a singlet slightly when you wash it, but you can't really shrink one back if it's too baggy. Just make sure you can still move your shoulders and hips without restriction - test the range of motion when you try it on if possible.
One more thing: singlets do shift and move around during actual wrestling, so that initial snug fit is important. You'll feel a difference once you're grappling versus just standing there. I'd recommend ordering from a place with easy returns just in case, since fit is so personal and brand-dependent.
