Can I return an item bought on sale?
I bought a pair of pants at Decathlon during the summer sale, but it doesn't fit me at all. The store says it's not refundable because it was on sale. Is it really legal to refuse returns on discounted items?

No, that's not legal. Sales don't change your consumer rights - you've got 14 days to return a defective item or one that doesn't match the description, regardless of whether it was on sale. Decathlon is just trying to block you, but you can remind them of this or contact management if the store refuses.
